Since Disney is having a promotion where you get in free on your birthday this year, I was thinking of visiting Disneyland for the initial time in a although. I recognize the promotion is only for a single park ticket, but was wondering if it is feasible to pay the distinction and upgrade to a park hopper. Has anybody completed this?

Yes you can upgrade the ticket to a park hopper identical day.
If you have an AP and get the ticket to use later, that ticket is not upgradable.
